"A mysterious set of gears, located above the bells, in St. Paul's steeple." I have seen gear sets like these before. I believe that you will find that they turn the hands of the clock. If that is the case then there should be another set of gears behind the face of the clock which, "gear down" the minute hand to allow the hour hand to turn one complete cycle in twelve hours. There is a similar clock mechanism. It is located in Trinity Episcopal Church in Williamsport, Pa. although that clock is set up to ring the Cambridge Quarters.
